Let me support Stuart in his statement.
As far as I am aware, no decisions have been made regarding new top level
domains. I, personally, am very hopeful that we (ICANN) will get to this
issue sooner rather than later.
Perhaps the only disagreement that I have is the use of the word
"guidance". Directives from a Board of Directors are not as soft and
malleable as mere "guidance". Directives form a Board are authoritative
mandates.
