Hi Jason, What you might want to look into is screening your customers IP address vs the ISP's location (use an ARIN, APNIC, or RIPE lookup). If the two don't match, you have a high probability of fraud. We've done this via script to suppliment a home cooked rule based system, and reduced the rate of fraudulent charges considerably. Not that I wouldn't mind a lower price mind you;)
