Jim,

OpenSRS will accept a transfer if the domain is not yet up for renewal (or
after expiry). The rest of your understanding is currently correct.

We are currently building (work in progress) the ability to handle .uk
renewals. Since they only auto-renew every 2 years (you cannot explicitly
renew a .uk, only "release" it if you don't wish to renew) this has
provided some interesting challenges in our current logic (but we're
battling through them)

There is no cost associated with a transfer, and there is no year added as
part of the transaction. When renewals come under way we may charge a
small fee (weighted for length of time until renewal) or something else
(not yet determined). Once renewals are sorted out, we will be better
able to handle accepting tag transfers past the domain's expiry

Note that .uk does not place a domain "on hold", and if a domain is
"released" after expiry Nominet will attempt to obtain payment from the
registrant directly as a last resort before deleting the domain. This
process can take several weeks (I've heard over 6, but there aren't any
actual numbers).
