Nearly 2 months ago, I sent the message below (to the ga list) about a domain that expired long ago, but was still in the "Unpaid Names Dept" of Register.COM. In the mean time I've contacted Register.COM, who was hoarding the domain name number9.org, and was able to register it throught them. (See their Whois since March 21 I am the registrant.)
So if you want an unpaid name of Register.COM contact them. All it took me, was an email, to which they replied to call them, which I did. Now this is not proper procedure, I know. In fact it stinks. But isn't proper procedure very much out of favour in ICANN since shortly before Accra? I am sorry.
