So in the .biz FAQ, it clearly states:

"Registering a domain name solely for the purposes of (1) selling,
trading or leasing the domain name for compensation, or (2) the
unsolicited offering to sell, trade or lease the domain name for
compensation does not constitute a "bona fide business or commercial
use" of that domain name."

Now this means that the so called domain speculators were not permitted
to simply buy .biz domains and then offer them up for sale. Domains had
to be purchased with the intent of use in a bona fide business.

Is Nuelevel going to do anything about this obvious breach of the .biz
purchase agreement?

Is this just another piece of toothless domain policy?
