Both registries still allow the 0 after the first .

Also, we tested this ourself on the main development branch and it's all
fine.

So now we're thoroughly confused by the report.  Could someone give us an
example of a domain (likely in pending with the error still in the notes) so
we can see if there's something else amiss?
