Our mistake... When we initially released lock, the system code was ready a few days before we had hammered out our policies. So it was put into the system with a "disable" flag configured. When we launched, we "enabled" the flag and things we're peachy. With this latest mass promotion (for .us), it turns out the flag was re-disabled (short story: cvs conflict resolved by disabling, bad decision, already corrected). We fixed the live system quickly, and forgot about horizon (it's only been off for a week guys *grin*)
