But Charles, the person who currently controls the domain doesn't want to let us have 
it.  We have been given a password that we are supposed to be able to use to force the 
transfer of the domain, but no way to enter it.

AFAIK the timing for waiting to transfer sunrise names has passed, so you
should be able to simply enter a regular transfer request :)
