This is the same as pretty much all the TLDs - since the original registrant
has to agree to the Exhibit A (registrant agreement) when purchasing the
name, a simple "change of names" won't suffice, since the new registrant
also has to agree.  The onus is placed on the current registrant to ensure
this is done :)
