In all cases, we attempt to contact the Registrant and other relevant
contacts prior to resorting to a delete. The delete is what happens when
we can't, for whatever reason, get in touch with the registrant (or
associated) to notify them that their contact details are inaccurate and
must be updated (usually because they have bad contact data ;)
