Apologies, we seemed to have missed slightly on this. The error is still misleading (fixing that now). You CAN lock/unlock via the RWI (yay!), but not via the Manage interface (boo!). That's being fixed.
So it'll do what you need it to do, albeit not as nicely as it could (that's coming very shortly, maybe after the weekend - we hate promoting code on Fridays, gives us the heebie-jeebies).
