Apparently:

STOPCSR shows on domain names that went through some STOP update 
automatically (can be a deadline window that opens or closes, an IP that 
was released, a ticket obtained for a STOP case etc... the only way to know 
for sure what action happened is to actually log into the STOP database and 
search the name.

NEULEVELCSR would appear for a case we manually modified (this happens when 
STOPCSR fails to automatically update a domain in STOP. Every morning, we 
receive a "failed" list for status changes. This usually is the case for IP 
claim releases.)
