This isn't quite true.  VeriSign doesn't allow a domain to be deleted if it
has a nameserver host.  Also, the host is not deletable if there are domains
using that host.  This effectively makes the domain undeletable.

We have a work around (rename the nameserver, delete the domain), but this
assumes the domain has been expired (and on hold) for 40 days and truly
isn't in use.
