Some mailing lists use such a scheme. The qmail list for one. The list was spammed heavily and so the owner invoked the same type of confirmation system. When you post to the list, a program called qsecretary sends you an automatic reply to which you must then reply back and your reply MUST be from the same envelope sender as is registered with the list. It's highly effective but certainly not for everyday email. God help us! ;)
