I thought for sure that the requirement for "an interactive web page *and* port 43 WHOIS" was spelled out in the Registrar Accreditation Agreement. However reviewing the copy currently available at http://www.icann.org/registrars/ra-agreement-12may99.htm, section III.D states: "Registrar shall provide public access on a real-time basis (such as through a Whois service) ..." There is no mention of port 43 WHOIS, but instead a suggestion that the registrar could use a WHOIS service to meet the requirement.
Is the port 43 requirement stated somewhere else or has the agreement been changed to remove that requirement?
