No.  Tucows correctly takes no action unless the domain owner instructs
Tucows to do so.  In the absence of instructions otherwise, the registry
proceeds with the transfer after a period of time.

Keep in mind, as per the ICANN agreements (Which all registrars hold dear,
and follow to the letter...*snicker*), the receiving registrar has already
authenticated the request with the user prior to the request even hitting
the registry/losing-registrar.
