You didn't mention which filtering product you were using that blocked 
this -- was it SpamAssassin?

Since I use SpamAssassin, I filed a request with them to add the VeriSign 
and Register.com "transfer approval" addresses to the default 
SpamAssassin whitelist:

  http://bugzilla.spamassassin.org/show_bug.cgi?id=998

If you were using a different filtering product, you should probably 
report it to the authors of that product so they can add a default 
whitelist entry for it.
