This may be way off topic and if it is please answer private email (and
accept my apologies).

Let me preface this problem with the fact that the DNS entries are correct
and this doesn't seem to be the problem.  But ...

We have been having some funny problems with our web site - more importantly
email.  Here is the scenario:

We have a local Windows 2000 network whose domain name is the same as our
domain name that we have hosted with an ISP (with the assumption that we
would eventually host everything in house).

Every morning (that the server is restarted) we have difficulties accessing
the web site (nothing is really there) and, more importantly, cannot access
our email.  This problem seems to be resolved by early afternoon at the
earliest, but it is an inconvenience that we do not want to tolerate.

Now the funny thing is that if you view the web site outside of our domain
it is available (I can even view it via a public web proxy through our
domain - but email is still not available).

What could be causing these problems?  Is there a local setting that must be
set in order to recognize the internet domain immediately?  Is there
something that our ISP (hosting ISP or DSL ISP) should be doing?
