Folks,

I just wanted to pass on this important document. Verisign Registry has
put together an excellent interim policy that will ease some of the
pressures on transfers that we have been subject to for the last 2 years
or so. While not perfect, it creates a condition that is much more
palatable than what we are suffering under today. Further, as this is
only an interim policy, it will be replaced by the new transfers policy
that ICANN is currently working on. While I expect that the new ICANN
policy will be approved sometime shortly, it will still take time to
implement. I figure that the interim VGRS proposal will be a great way
of holding the fort down during this implementation period (I figure
that we won't see the new ICANN policy take effect for another 6 to 8
months).

I'd like you all to take a read through this and let me know if there
are any burning holes that we may have missed. While Tucows is on the
record has formally and fully supporting this initiative, I do think
that we could go back to VGRS with minor corrections that merit.

Also note that Tucows has formally expressed its intent to "NACK" all
transfers to registrars that do not support this proposal. While this
seems like an extreme measure, it is the case that the industry cannot
have two transfers policies in place at the same time. As a result,
anything we can do to encourage competing registrars to adopt this
interim policy will work to our mutual advantage.
