Yup.

We've seen this same behavior. We contacted Verisign and asked them why.
They denied anything strange is going on and suggested that we just
resubmit the request. We did. They rejected. We did again, and it
finally went through.

Doesn't seem that unusual for it to take three times with Versign now -
though we have one domain that's been through four or five now at the
least!
