Yes, and seems that it's nearly impossible to transfer biz/info domains
from NetSol to OpenSRS :-( they require a notarized Fax and most of our
customers are not willing to spend that extra money+time to just transfer
their domain names.

I have spent meanwhile hundreds of dollors trying to transfer a domain away from NameSecure, without success (phone calls to NameSecure, I have sent a notarized letter before I was asked to do it, lots of phone calls to Afilias US + Afilias Ireland) without success. In January - April 2002 I had spent about 20 hours at the phone.
But you should not give up.
At least you should sent several emails to Afilias, complaining about.
I suggested Afilias they should enable a transfer by the Registry (instead of Registrar transfer).
Registrants should be able to send a notarized letter to Afilias, requesting a transfer.
