Actually, the bulk access can be free (depends on the registrar).  ICANN
provides a clause that allows a registrar to charge UP to $10k for bulk
access (that's per registrar).

Some registrars may charge less.  Some can refuse - I believe they are only
inclined to sell bulk access to other registrars.
