Partially true.

The registry is the only source authoritative for that source.  We only
store a "cache" of that state.  What can happen:

1) you lock the domain
2) we do not receive a response from the registry
3) our local status still says "unlocked"

This could freak you out ;)  We allow you to "sync" the domain by performing
a Query (View Domain, for example).  You can only "sync" once per day (to
limit traffic to the registry each and everytime someone views a domain).
We have found this to be sufficient.
