The link I provided turns out to be password protected. My mistake. It is a
Registrar section only.

The official stance is as I stated and the only other piece worth mentioning
from the password protected page is that VeriSign GRS will be providing
further guidance for Registrars on the migration of registrations and
systems that use the RACE encoding to the Punycode encoding, the approved
Internet-Draft recommendation.

As of March 9th VeriSign will not be extending renewals.

VeriSign's official stance on this is that they have made significant
progress with Internet Engineering Task Force's (IETF) IDN Working Group
(WG) and the IDN testbed, that they can now start charging for renewals.

We will be sending out an official notification on this to inform all Tucows
IDN Resellers that there will be no renewal extensions from VeriSign
starting March 9th.

In the mean time we are closely following the situation with IDNs/VeriSign
