All, The link I provided turns out to be password protected. My mistake. It is a Registrar section only.
The official stance is as I stated and the only other piece worth mentioning from the password protected page is that VeriSign GRS will be providing further guidance for Registrars on the migration of registrations and systems that use the RACE encoding to the Punycode encoding, the approved Internet-Draft recommendation.
