I strongly suspect that this is a side effect of .org registry being thick EPP registry internally, and partial incompatibility of domain statuses between RRP and EPP.
This behaviour is something that we did not expect, and was not brought to OpenSRS attention while preparing transition. As stated goal of transition was to 'strive to emulate VRSN registry' in all possible ways, I'd expect that PIR will correct this situation soon. We're trying to resolve this situation working with them, as I'd rather correct issue at the source.
