I'm not sure if the Registry intended this effect but it does solve certain problems...
Simply unlocking will clear both states.

Yes, if the Reseller has that option enabled and the End-User is SRS savvy. Please note that the 'Lock, unlock' feature is not widely known.i.e. undocumented feature or unexpected side effect of giving end user's access to lock/unlock aka 'a bug' ;) Another question, if the domain is already locked by the registrant (99% of our registrants have their domains locked), then do they need to unlock--lock--unlock, or would just unlocking do the trick?Registrar transfers must first get the Registrar-hold removed. The RSP can do it (Lock, then unlock the domain) or contact us and we'll do it.Care to clarify this? Are you saying that a registrar-applied hold on an expired domain can be removed via the manage.cgi lock/unlock function? Meaning the domain registrant can remove the registrar-applied expired domain lock to enable transfer away of an expired domain?-- Robert Rivers Tucows/OpenSRS Technical Operations
