I'm not sure if the Registry intended this effect but it does solve certain problems...

Simply unlocking will clear both states.

Registrar transfers must first get the Registrar-hold removed. The RSP
can do it (Lock, then unlock the domain) or contact us and we'll do it.


Care to clarify this?  Are you saying that a registrar-applied hold on an
expired domain can be removed via the manage.cgi lock/unlock function?
Meaning the domain registrant can remove the registrar-applied expired
domain lock to enable transfer away of an expired domain?
