Hmmmm. Would it be possible to create new email accounts on the system (such as kill_user, kill_thread, etc) and then forward offending email to whatever is appropriate, the email received by those accounts a could be parsed by a procmail filter to a script which in turn appends the new rule to the sending users ".procmailrc" ... beyond me though...
