Foreign nameservers are nameservers outside of your standard TLD - so if
your domain is a .com domain, the foreign nameservers would include
.info, .org, .name, etc.

If you run a DNS server and someone in these "other" domains wants to
use your DNS server, the name must be registered with the "foreign"
registries who require name registration.

I believe the only way to currently do this is through the RWI.
