I'd like to set record straight in regards to this issue.

Verisign operates test registry to which we connect for .com,.net domains
from Horizon environment. They have not fully implemented business rules
inside of this registry, as crucial Auto-ACK of transfers is
missing. Combine this with simple rule, that you can try to transfer only
domains that belong to another Registrar account over which we've got no
control, and need to send confirmation emails, and it gets fairly
dificult to fully support transfers in Horizon environment. The latest
issue with emails is most important, as you/your customers  would probably
not like to receive emails from Horizon - it would be too confusing.

This is not to say it's impossible to create some sort of solution. It
would be complex, and there is always the question where to spend
resources, and how much bang for the buck is this for all resellers. In
addition, any solution would not prepare you for obfuscating business
practices of certain registrars, so real life transfer may show to be
increasingly more complex.

Anyway, as a band aid, I am creating 10K domains that you can use to
partially test transfers:

from:  test-transfer-tucows0000.com
to:    test-transfer-tucows9999.com

These domains do not belong to registrar used to operate
Horizon environment. Therefore, against these domains you can issue
transfer. Transfer will never complete (due to registry lack of auto-ack
feature), and once transfer is issued domain will hung indefinitely in
transfer-pending state, and cannot be reused. These domains are first
come, first served :)

You'd have to itterate over this list to find which ones are still
elligable for transfer. We can replenish list from time to time.

As I write this, be aware that there are only first 5K domains
created, but processing of all will finish today.
