There was probably discussion before that which I do not recall. I think srsplus is now owned by Verisign through multiple buyouts -- that is, they were bought by somebody who was bought by somebody ...
SRSPlus was a division of dotTV that they used to push .tv names by shoveling .com as a loss leader. VRSN bought the entire thing and now use it mainly, it seems, to take advantage of the high amounts of spam that the SRSPlus "resellers" (no offense to you guys intended ;) send out.
