Good lord. You're right; this has been fixed, but the feature is turned 
off by default. I must have missed a reseller announcement that mentioned 
it, or I would have turned it on immediately because I've been bitching 
about it for ages.

For others who weren't aware of this, it's in the RWI at Transfer 
Management -> RSP Messaging -> Transfers Away From Your Account.
