That one isn't worded nearly as well, and all Verisign would do would be to backpedal for whatever reason the PR department thinks up.
The ICANN one is better because it would be a big deal for ICANN to actually DO SOMETHING. And if they do, Verisign can't fluff it with PR-speak.
