Sorry to burts your bubble, but as prices are set "per client" and if
the tool is on your.our servers, how on earth would the be able to check
on that? even if they "set an ip" to use only, one instance of apache
here runs 150 or more websites on the same ip.

No they are planning to use their excess bandwidth and rackspace to fill
up with customers for the re-sellers that are not ISP's or as it was
stated lately by Tucows: the vast majority of their re-sellers.

The ISP's who started this all, worked on the early code and helped
build OpenSRS to what it is now are (not even) kindly thanked for their
effort but Tucows is "listening to market demands".
