We are telling the individual that we cannot act without the
authority of the registrant - BUT - who is the registrant in this
case? I wish for compliance to handle any decisions - can I just
refer individual #2 to contact compliance for resolution?





The issue is who determines what should be turned over to whom? You stay out of it, unless you want to be sued. A court of Law determines this.and until you are presented with a snotarized & signed agreement from the previous owner, or are served by an appropriate Court of Law, do nothing. correction: consult your attorney.
