authority of the registrant - BUT - who is the registrant in this

The issue is who determines what should be turned over to whom?  You 
stay out of it, unless you want to be sued.  A court of Law determines 
this.and until you are presented with a snotarized & signed agreement 
from the previous owner, or are served by an appropriate Court of Law, 
do nothing.  correction: consult your attorney.
