Yes transfers away from Joker are an absolute PITA unfortunately. They
say it is to protect the consumer but you can't help getting the nagging
feeling there are other motives involved.
We eventually succeeded on one particularly tricky transfer from them by
changing the technical and owner emails to our own to handle the correct
timing, and then changing it back once the transfer had completed! If
the client even sneezes during the time-window the transfer seems to be
revoked. One particular email really annoyed us:
"Hello from Joker.com.
We want to inform you - as being registered as 'admin' or 'owner' of the
domain 'domain.com' - that someone is trying to change the sponsoring
registrar ("transfer") from CSL Computer Service Langenbach d.b.a.
Joker.com (i.e. us) to Tucows Inc..
Unfortunately, we have no additional information about this issue,
especially we do _not_ know the requesting persons."
They then referred the client is a subsequent email to check that
'Tucows Inc.' was an ICANN registered authority, as again they
'did_not_know' them (with the associated emphasis).
Of course Tucows is on that list, but this worried our client a lot, as
they only knew our company as the contact (not 'someone' thank you
Joker!)
Good luck on your transfer anyway. I did find the comments on that page

particularly interesting. Makes you think they don't check their site
very often when someone can write "run away...while you can" there! ;)

To me this whole time-window procedure simply means that it is easier to
transfer away domains from Tucows to Joker than vica-versa.
I guess ICANN has nothing to say...
Isn't Law in Canasa is oriented to protect the consumer, too? ;-)
