Just a couple of alerting issues, dealing with times in particular:

We received an online-to-degraded message at 17:00 UTC and a
degraded-to-offline message at 17:36 UTC. The "Live Reseller Update" message
says that the system is offline as of 16:45 UTC, 15 minutes before the
degraded performance alert.

The "Live Reseller Update" message says that the expectation is that the
system will be online at approximately 17:30 UTC. The message was generated at
18:10 UTC and contradicts both the degraded-to-offline message and the RRC
system status page which projects service restored at 20:30 UTC.

There is a consistency issue here which should be addressed in the future.
