It's Horizon. Confirmed in the Server Hostname filed.

Changing method from CBC to HTTPS gives a little more detail in the error, 
now it says the key is bad. However, I've generated keys twice, checked 
after pasteing, waited about 2 hours, and I'm still getting the same error.
