much Afilias and UltraDNS are delegated, or precisely how they all relate to 
each other.

I too would have liked a better description of the changes - I assume if we 
have no internationalized domain names the change does not affect us? As I 
understand it there were two Internationalized encodings, and standardisation 
meant that one had to go, RACE lost the standards battle, and was to be 
phased out in the first half of 2004 (i.e. by last week).
