Hi Benno, You are referring to the Form of Authorization (FOA) that is sent to the admin contact in order to accept or decline a transfer request. Based on our interpretation of the ICANN policy (http://www.icann.org/transfers/), we implemented the solution based on the registrar information only.
We do understand that this may cause some confusion for registrants. ICANN has indicated a 3, 6 and 12 month review of the transfer policy and this is one of the items that we intend to raise during these reviews to try and put in place a little more flexibility for the Tucows reseller model.
