That's why it's easier for the registrar to write the tool. They must
have a set of routines that WRITES to the database when there's a
change in the WHOIS (i.e. the code that does the updating). That's the
perfect place to insert code that then raises a flag in the monitoring
system or triggers related routines, that yes indeed something changed.
99% of the time, nothing changes, so by only raising an alert when
something actually does change, one doesn't have to be constantly
pinging the server to check.

Somewhat related technically to our "push" vs "pull" discussions
regarding mailing lists vs. forums. :)
