For anyone else looking into this, here is what I have now found out. It seems that the US signed up to the Madrid Protocol in 2002. This means that a US trademark registration can be used as the basis for obtaining an international trademark. I am unsure of this is possible in the pending stage or after completion. This is done by completing the International Application form and giving a basis for the trademark and the countries (from 52 member countries including France) you wish to cover. This form is then filled with the USPTO, with a single fee and they handle the rest.
