These are the same regulations that were announced back on the 5th, with the 
addition of exemptions for wireless providers.  In a nutshell:  ISPs cannot 
block or degrade legal traffic.  Carriers can, however, charge a higher price 
for higher priority.  The FCC chairman calls it usage based pricing.  The rest 
of us call it tiered pricing.  Wireless carriers like AT&T are exempt from 
these rules.

Comment:
Obama's FCC chair took a back seat to corporate interests.  He caved in to big 
ISP demands just to get the damned thing off his plate so that he could get on 
with his real job.  He left it to the courts hash it out -- because the are 
being taken to court, first thing.
