If you really want to optimize your DNS server selection, run a
benchmark. Here are a couple of messages from the BLU archives
discussing benchmarking DNS:

The next best thing is to run a local caching proxy, like Dnsmasq, and
configure it with a list of DNS servers that includes your ISP's and the
ones you've seen recommended here. Dnsmasq will periodically "speed
test" the servers and pick the fastest.
