If peering is manual-out-of-band, you can just code to sockets (or pipe to netcat).
If peering isn't manual-out-of-band, yes, you need peer discovery. Which protocols and (de)centralized server-infrastructure depends upon how local or dispersed your users will be, and if they will have special privacy requirements. Googling > > peer discovery algorithms my top 5 hits are 4 scholarly articles and cs.stackexchange.com , but discussion at gamedev.stackexchange.com found with query peer discovery library may be more practical.
