Looks like that MariaDB server was set up to only accept connections from localhost - it's intended to support only applications running on the same computer. So it will only accept connections from 127.0.0.1 or perhaps 127.*.*.* - IPv4 reserves the entire 127 block for loopback connections. IPv6 has only one loopback address, ::1. localhost is normally set to be 127.0.0.1 in your hosts file.
