Follow-up: I've followed steps 1 and 1 (that's how they're numbered) on this page and installed RPM Fusion for Fedora 28. Then I rebooted. Still no luckc playing videos in Facebook, Washington Post, or Vimeo (so far). Suggestions gratefully received.
