Sorry to be chiming in here a bit late... 

In case you haven't found the answer yet, it's in the File > Export
menu. That's where it is in OOo 3.2.1 also.

Whenever you can't find something in Save As, look in Export as well.
Yes, I agree that it's a technical difference that makes no sense or
difference to ordinary users.
