Fully agree. Compare the OpenStreetMap Foundation. They have about 30,000 active contributors, aka community members, but around 250 or so active foundation members. Membership is formally acknowledged (I think costs 5£/year) and entitles you to vote etc. We *might* be more open when it comes to voting but that does not necessarily translate into a foundation membership.
