David, you refer to references to the page. I think one of the advantages of a wiki page is, that the content might change quickly/easily ... and so does (might) the numbering. It is more a "living" document. I think this is the reason for omitting the heading numbers (in the default setting). I don't know if this answers you question, but I usually use the links from the TOC to refer to a certain section. But also they might change ... so there is a possibility to refer to a certain version of the page as well.
