Jonathan, that's a decision that would be taken by the SC. You can just monitor the SC discussion list for the dates and times of the regular SC meetings, and post a request to that list to have the issue discussed. If agreed (very probably the case), then you'd listen in to the SC meeting, and would probably be requested to present your proposal.
